The Lockerbie Memorial Cairn memorializes the loss of 270 lives in the bombing of Pan Am flight 103 over Lockerbie, Scotland on December 21, 1988 and is a gift of the people of Scotland to the people of the United States, financed entirely through private donations. Senate Joint Resolution 129, which designated Arlington National Cemetery as the site of the memorial cairn, was signed into law by President Clinton in November 1993. The groundbreaking ceremony was held December 21, 1993, the fifth anniversary of the disaster, and the Cairn was dedicated on November 3, 1995. Deirdre Fortune, wife of Pan Am 103 victim Robert Fortune, maintained extensive documentation of the design and construction process of the Cairn, including reports presented to National Security Advisor Tony Lake, the Commission of Fine Arts, and Secretary of the Army Togo West. These materials are included in this collection.
The Memorial Cairn at Arlington National Cemetery Records is comprised of materials pertaining to the design, construction, and dedication of the Lockerbie Memorial Cairn at Arlington National Cemetery. The Records contains series for Correspondence, Design, Photographs, Project management files, and Subject files. The Correspondence series contains both incoming and outgoing general correspondence related to various aspects of the fundraising, design, and planning of the Memorial Cairn. Included are letters to Haines Lundburg Waehler, the architectural firm which supplied pro-bono landscape architectural services including site design and orientation, materials selection, engineering services, and presentation and design drawings; Miller Druck Specialty Contracting, Inc., the firm employed as contractors for the Cairn; Donald T. Bogie, the Cairn's designer, and former Director of Environmental & Leisure Services for the Annandale & Eskdale District Council; and J. Clayton Bright, the sculptor who created the Cairn's dedication plaque. Bright is the brother of Pan Am 103 victim Nicholas Bright. The Design series includes original architectural drawings and conceptual artwork for the Cairn and surrounding grounds, as well as stone engraving samples and a miniature cairn similar to one presented to President Clinton. The Photographs series includes photographs of the various construction phases of the Cairn, as well as members of the Victims of Pan Am Flight 103, Inc. Collected correspondence, planning documents, and reference files comprise the Project management files series. Finally, the Subject files series consists of materials related to various aspects of the Memorial Cairn and its planning process. These files include reports compiled for the Commission of Fine Arts and informational packets presented to the Victims of Pan Am Flight 103, Inc. membership by the Cairn Committee.

Materials were removed from the Robert Gerard Fortune Family Papers to create the Memorial Cairn at Arlington National Cemetery Records. Materials were placed in acid free folders, boxes, and tubes.
