Biography

Courtney L. Tucker worked on aviation and transportation security issues for the Secretary of Transportation from 1974-1992, the Federal Aviation Administration from 1992-2002, and the Transportation Security Administration (TSA) from 2002-2005. He served as a division manager, senior policy analyst and advisor after the tragedies of Pan Am 103, Oklahoma City, TWA 800 and 9/11, focusing on security policy formulation, implementation of law and presidential commission recommendations, strategic planning, research and development program requirements, and legislative and regulatory affairs. Since 2006 Mr. Tucker has worked as a consultant on aviation security for TranSecure, Inc. He prepared briefing papers on International Civil Aviation Organization programs and policies; designed instruction modules for a State Department Anti-Terrorism Assistance Program course on international aviation security quality control, presenting the pilot to participants from eight Caribbean countries; and worked on a draft security program for TSA on international general aviation security for private flights. Mr. Tucker also served from 2006-2009 as a Senior Analyst for Visionary Integration Professionals, LLC supporting the TSA Sensitive Security Information Office. In September 2008, Mr. Tucker became the Chief Executive Officer of Vesper Hill Research and Analysis, LLC. He is a University of Washington graduate and a former United States Marine Corps Captain who served at the embassy in Saigon, Vietnam.


Scope and Content Note

The first series in the Courtney L. Tucker Aviation Security papers contains Articles. These articles are all from the Syracuse Post Standard and some feature quotes from Mr. Tucker. The bulk of the collection consists of government documents relating to aviation and airline security. These have been classified as Printed material, with subseries for Reports to Congress and the President's Commission on Aviation Security and Terrorism (PCAST).
