William Duncombe (1955-2013) was a Professor of Public Administration and International Affairs and Senior Research Associate in Maxwell's Center for Policy Research at Syracuse University. He was also Associate Director of the Center for Policy Research's Education Finance and Accountability Program. Duncombe earned his MPA in 1987 and his PhD in 1989 from Syracuse University. He began teaching at Syracuse University in 1991. Duncombe's research on education finance, property taxes, public budgeting, and financial management earned him an international reputation. He made important contributions to debates about school finance reform in California, Kansas, Maryland, Missouri, Nebraska, New York, and Texas, including court testimony in court cases in Missouri and Texas. At Maxwell, Duncombe introduced education policy to the Master of Public Administration curriculum. In 2001, Duncombe received the Birkhead-Burkhead Teaching Excellence Award and Professorship from Maxwell's Department of Public Administration and International Affairs. In 2006, he received the Excellence in Graduate Education Faculty Recognition Award from Syracuse University and the Leslie A. Whittington Excellence in Teaching Award from National Association of Schools of Public Affairs and Administration. Two financial awards are named in his honor: the William Duncombe Memorial Graduate Scholarship and the Duncombe Doctoral Educator Award Fund.
