Biographical History

Tom Klinkowski was the graphic artist and designer for Neighborhood Report, a federally-funded experiment in inner-city communication in Syracuse, New York in the mid-1970s. Neighborhood Report, which was part of the Syracuse Model City Agency Public Information Project, produced a monthly newspaper as well as posters, brochures, and television spots to communicate events, services, and information and to encourage public engagement among inner city residents. "We were effectively selling the inner city to itself, " Klinkowski said. NR's appearance was eye-catching, sophisticated, and effective, but its "hippie graphics and psychedelic pictures" were also disconcerting to some.
