The Maxwell School of Citizenship and Public Affairs was founded at Syracuse University in 1924. The school was funded by Boston businessman George Holmes Maxwell, Class of 1888, who donated $500,000 to the University in support of teaching citizenship to students. William E. Mosher served as Maxwell's first dean, and the school's first building is Maxwell Hall, which was built in 1937. The Maxwell School was the first school to offer a graduate degree in public administration, starting in 1938. In 1993 Melvin A. Eggers Hall was built and linked via an atrium to Maxwell Hall.
