MS 1 is an Italian manuscript, probably originating from Bologna, with a date of pre-1278, based on the 1278 dating of a letter of Pope Nicholas III (1277-1280) which was added to the front flyleaf after the main text had been written. It was donated to the Syracuse University Library, Department of Special Collections by John M. Crawford. The manuscript consists of 269 leaves (267 folios + 2 flyleaves) in parchment. The text appears in two columns of 40 rows of text flanked by marginal glosses and is written in Latin in Littera Bononiensis script (Bolognese legal hand).

The texts include the Novellae of Pope Innocent IV, glossed by Bernardus Compostellanus Junior, and the Decretales of Pope Gregory IX, glossed by Bernardus Parmensis (also known as Bernard of Parma, Bernard Botone, Bernard Bottoni) and edited and compiled by Raymond of Penafort. Comments were later added in the margins by lawyers to reflect the changing opinions and interpretations of canon law from 1280 to 1400.

Minor decoration in the manuscript consists of decorative and historiated initials, foliage from initials extending into the margins, and marginalia added by users of the manuscript. Five elaborately illuminated miniatures ornamented with gold leaf precede each book of decretals and depict scenes in which the pope is actively involved.
